Teams often ask how many messages one account can send. That question ignores the three other systems that must absorb the work. A queue can deliver faster than research can qualify, faster than sales can answer, and faster than operations can diagnose a warning.
Capacity planning makes those constraints visible before a campaign creates a backlog or an account incident.
The campaign decision
Telegram campaign capacity is the smallest of four capacities: reviewed prospects ready for contact, controlled account queue capacity, human reply-handling capacity, and incident-response capacity. Do not plan from a rumored daily message limit. Telegram applies contextual server and abuse controls, so use observed account behavior, conservative queues, explicit stop rules, and enough people to manage every response.
Calculate four capacities
The campaign ceiling is the lowest row. If the team can answer 40 conversations during the window, an audience that could plausibly create 120 replies is not operationally ready, even when accounts could deliver every message.

Plan per account, then aggregate
Do not divide a total volume equally without inspecting each account. New, recently recovered, or operationally changed accounts may deserve smaller or zero queues. A high-value account carrying active conversations may be reserved for replies rather than new contact.
Telegram's API returns contextual errors including FLOOD_WAIT values. These are instructions to wait, not a stable marketing quota to work around.
- Account owner and business purpose.
- Proxy and coherent device identity.
- Current health, warnings, and recent changes.
- Approved audience and queue window.
- Pause authority and fallback owner.
- Conversations already active on the account.
Reserve reply capacity first
Use a weighted reply mix from prior campaigns if available. Until then, assume more time than a simple average. The valuable replies are often the slowest.

Add buffers for uncertainty
A buffer is not wasted capacity. It is the room that allows the system to react instead of continuing because every resource is already committed.
- Research buffer: hold back profiles requiring uncertain classification.
- Queue buffer: keep account queues below the approved operational ceiling.
- Reply buffer: reserve time for bursts and complex conversations.
- Incident buffer: avoid launching every account at once.
- Management buffer: allow time to review stop rules and make decisions.

Decision rule: approve the smaller of reviewed-audience, account-queue, reply, and incident capacity. Recalculate after each campaign instead of converting the last result into a permanent quota.
Research note
No fixed daily Telegram sending allowance is asserted. Capacity must adapt to current platform responses, account context, recipient expectations, applicable rules, and the operator's ability to manage replies and incidents.
Design the next test
Time ten real replies and ten real profile reviews. Those observations are more useful than a generic volume claim.
