Most campaign checklists begin with spelling and end with a send button. That is too late. The expensive errors happen earlier: the source does not fit the offer, duplicate identities cross client boundaries, an account has no clear owner, or replies will land in a place nobody watches.
Use this audit as a gate. Each item must be Yes, Not applicable with a reason, or Blocked. An unexplained No prevents launch. The objective is not bureaucracy. It is to make assumptions visible while they are still cheap to fix.
The campaign decision
A Telegram campaign is ready only when its audience can be justified, objections can be enforced, accounts and network paths are controlled, copy matches the evidence, reply capacity exists, and measurable stop rules are active. The 37 checks below create a launch record that an operator, manager, or client can review before the queue starts.

1. Audience and source checks
A source is not valid merely because it contains many members. Record what the community is for, how recent activity appears, which roles are actually present, and why contact would be reasonably connected to that context.
Block the launch if reviewers cannot explain inclusion consistently. Copy cannot rescue an audience whose selection logic is unclear.

- 4. Exclusion criteria cover obvious non-fit and sensitive contexts.
- 5. A reviewer inspected a sample from every source.
- 6. The source does not prohibit the proposed use under applicable rules or agreements.
2. Data quality and governance checks
Suppression deserves its own test. Deleting an objected contact can be counterproductive because a later import may recreate the person. The ICO recommends retaining the minimum information necessary on a do-not-contact list so the preference can be enforced.

- 8. Cross-source duplicates preserve source evidence rather than creating duplicate leads.

- 10. Opt-outs and objections are suppressed at the correct scope.
- 11. Only fields necessary for selection, contact, ownership, or outcome are retained.
- 12. Retention and deletion rules are defined for the audience.
3. Account, network, and access checks
Telegram documents that it may collect metadata such as IP addresses, devices, applications, and username history to prevent abuse. A proxy or fingerprint is therefore one part of a wider control model, never a permission to ignore recipient expectations or platform rules.
Block the launch if the account path is unknown, shared credentials are uncontrolled, or a connection can bypass the required proxy.

- 15. Direct fallback is blocked rather than silently allowed.
- 16. Device identity data is coherent and stable for normal operation.
- 17. Session credentials are encrypted at rest and excluded from logs.
- 18. Access is limited to people and services that need it.
4. Message and claim checks
Review the message against the least-informed recipient. Would they understand why they were selected without knowing your internal segmentation? If not, the relevance is hidden inside the system instead of expressed in the conversation.

- 20. Personalization uses verified context, not invented familiarity.
- 21. Every factual claim can be supported.
- 22. The message avoids pressure, deception, or artificial urgency.
- 23. The recipient can understand who is contacting them.
- 24. A simple way to decline further contact is available.
5. Queue and capacity checks
The real capacity ceiling is often reply handling. A queue that can technically deliver more messages than the team can answer is already oversized.

- 27. Per-account queues are visible and can be paused independently.
- 28. Follow-ups stop after a reply, objection, failure, or suppression event.
- 29. Time-zone and working-hour assumptions are documented.
6. Measurement and experiment checks
Do not launch an experiment that changes the source, audience, copy, timing, and account at once. The result may move, but you will not know why.
- 30. The campaign has one written hypothesis.
- 31. Success includes conversation quality, not only reply rate.
- 32. Template and audience versions are recorded.
- 33. Source, account, delivery, reply, qualification, and outcome events can be traced.
- 34. Any comparison uses cohorts that are meaningfully comparable.
7. Stop, incident, and approval checks
- 35. Stop rules cover account warnings, quality deterioration, negative reactions, and control failures.
- 36. The person authorized to pause and restart the campaign is named.
- 37. The final audience, message, capacity, stop rules, and reply owner are approved in one record.
Automatic blocker: any suppression failure, unknown network path, uncontrolled credential, missing reply owner, or inability to pause an account independently should stop launch until corrected.

Design the next test
Copy the 37 checks into the campaign record and require an explicit answer for each. The first audit will feel slower. The second will expose recurring defects. By the third, the checklist becomes a compact operating standard.
The most valuable check is often the one that prevents a campaign from launching. A stopped queue costs minutes. An uncontrolled queue can cost an account, a client relationship, or the right to contact an audience again.
